Why are Credit Unions Disadvantaged in Business Combinations?
Credit unions are severely limited in forming business combinations. Share purchases do not apply. Cross investments could be considered. Asset purchases outside a province are effectively not permitted. Extra-provincial registrations are not permitted generally. Amalgamations outside a province are not permitted.
What alternatives are left? Asset acquisitions or amalgamations are permitted within a province. A federal cooperative retail association is permitted and may be considered. And outsourcing agreements may be permitted to some extent within provinces and across provincial borders.
Are these alternatives sufficient to achieve business combination purposes? What is the most effective way today to carry out a business combination and enable scale, innovation and cost savings for marketing and operational purposes? What can be done about provincial restrictions?
Mr. McDowell advises the financial services industry, including credit unions, and will address these questions.
